City of Adrian issued the following announcement on July 15

PROPOSED AMENDMENT TO SECTION 5.6 OF THE ADRIAN CITY CHARTER-FILLING OF VACANCIES IN ELECTIVE OFFICES
It is proposed that upon the occurrence of a vacancy in the office of mayor or city commissioner, and for any current vacancy in those offices, that the city commission shall either: 1) call a special election to fill the vacancy for the balance of the unexpired term, or 2) appoint an eligible person to hold the position until the next regular city election (at which election the position shall be filled for the balance, if any, of the unexpired term). Shall the proposed amendment be adopted?

Q: Why is this Charter Amendment being proposed?
A: A vacancy occurred in the elective office of city commissioner on October 18, 2019, only eighteen days prior to the next regular city election. The City of Adrian Charter section 5.6 (a) provides that “any vacancy which occurs in the commission one hundred twenty days or less before the next regular city election shall not be filled,” leaving the city commission without a mechanism to fill the current vacancy before the next regular city election on November 2, 2021. An amendment to the City of Adrian Charter section 5.6 is necessary to establish a proper mechanism to fill any and all vacancies of elective offices.
Q: How will the vacancy on the City Commission be filled if the proposed Charter Amendment is adopted?
A: If the proposed amendment is adopted, the Adrian City Charter will be amended to reflect the proposed language. The City Commission will then vote to either 1) call a special election to fill the vacancy for the balance of the unexpired term, or 2) appoint an eligible person to hold the position until the next regular city election (at which election the position shall be filled for the balance, if any, of the unexpired term).
