What does re-opening America mean for high-risk populations? New federal guidelines stress high-risk individuals should continue distancing measures as parts of the country reopen. Although it is ultimately up to state and local governments to decide when to reopen - and many are in the process of a partial reopening - the White House issued a three-phase plan that gives guidance to the states on how to reopen their communities.
In the first two phases, older adults and people with underlying health conditions should continue to stay home and away from other people as much as possible to limit their exposure to COVID-19. In the third phase, these individuals can resume public interactions but are still encouraged to practice physical distancing and limit time spent in crowded environments. There is no specific timeline associated with each phase, and the phases may vary from community to community.
