Representative Ronny Jackson introduced the Taxpayer Protection and Somalia Accountability Act on May 13, legislation designed to prevent American tax dollars from being misused through fraud, abuse, or diversion to corrupt officials and terrorist organizations in Somalia.

The bill responds to concerns about reports and convictions involving Somali individuals accused of defrauding U.S. government programs and sending funds overseas. Some of these funds are believed to have benefited corrupt Somali government officials as well as al-Shabaab, an al-Qaeda-affiliated group operating in the region.

“American taxpayers should never be forced to subsidize corruption, fraud, or terrorism abroad,” said Rep. Jackson. “My legislation will ensure that not one more American dollar is used to benefit corrupt government officials in Somalia or terrorist organizations like al-Shabaab. We must demand full transparency, rigorous oversight, and real consequences for anyone stealing from the American people.”

The proposed legislation would suspend U.S. aid to Somalia if safeguards are not established against fraud and diversion; impose visa bans on current or former Somali officials—and their immediate family members—found involved in aid diversion; and authorize Global Magnitsky sanctions against individuals tied to the Somali government engaged in fraudulent schemes affecting Americans.

Jackson has served as a member of Congress representing Texas’s 13th district since 2021 after replacing Mac Thornberry according to Ballotpedia. He was born in Levelland, Texas in 1967 and currently resides in Amarillo. He graduated from Texas A&M University with a Bachelor of Science degree in 1991 according to Ballotpedia.

In recent elections, Jackson won by large margins: defeating Kathleen Brow with over 75% of the vote in 2022 and Gus Trujillo with nearly 80% of the vote in 2020 according to Ballotpedia.
